1. INTRODUCTION The concept of a vertical framework of power has become a part of our political and everyday vocabulary. Under the vertical framework of power one usually understands clear hierarchical relationships at the level of center-region-place in the process of making and implementing political decisions. This process has been associated with the office of Vladimir Putin as a president of Russia for two consecutive periods (2000-2008). Precisely in this period the process of building of hierarchy relations between the federal center and the regions began to actualize and became increasingly evident.
